Job-Seeker Activities Visa (告示外特定活動)

Up to 1 year for graduates of Japanese universities and 専門学校 to continue job hunting after graduation

COE (Certificate of Eligibility) requiredSingle Residence Period: Up to 1 year (6 months initial + 6-month extension)Renewable indefinitely if requirements met

The Job-Seeker Activities visa (告示外特定活動, 留学生の就職活動) is a dedicated residence status for foreign graduates of Japanese educational institutions who have completed their studies but have not yet secured employment. Historically, this category exists to keep talented foreign graduates in Japan long enough to complete their job search rather than forcing them to return home when their student visa expires. It covers graduates of 4-year universities, graduate schools (master's and doctoral), and 専門学校 (vocational schools) with the 専門士 or 高度専門士 designation.

The application must be filed within 3 months of graduation. In practice, most applicants file a Change of Residence Status from 留学 (student) to 特定活動 (Job-Seeker) shortly before their student visa expires. A crucial requirement is a 推薦状 (letter of recommendation) from the graduated school — universities and 専門学校 generally have established processes for issuing these. The initial stay is 6 months, extendable once for another 6 months, capping the total at 1 year. Beyond 1 year, there is no further extension and no switching to another Job-Seeker cycle — you must either convert to a work visa or leave Japan.

Paid work is restricted: the Job-Seeker visa is not a work status, but with 資格外活動許可 (permission for activities outside your status), part-time work up to 28 hours per week is permitted, matching the student visa rules. The usual endpoint of this path is a Change of Status to 技術・人文知識・国際業務 (技人国) for white-collar jobs, 高度専門職 (HSP) if your points qualify you, or 経営・管理 for self-employment. FAQ

Who qualifies — only university graduates, or 専門学校 too?▾
All three: (1) undergraduate (bachelor's) graduates of Japanese 4-year universities, (2) graduate school (master's or doctoral) graduates, and (3) graduates of 専門学校 who earned the 専門士 or 高度専門士 title (typically a 2-year or 4-year vocational program). The school must be recognized by MEXT.
Can I apply for the Job-Seeker visa before I graduate?▾
The Job-Seeker status itself is granted after graduation, but you can file the Change of Status application in the final months of your student status. In practice, apply when your student visa is about to expire and you have not yet secured a job offer — the application must be within 3 months of graduation.
What's the total time I can stay on Job-Seeker?▾
6 months initially, extendable once for another 6 months, for a total of up to 1 year. If you have not secured employment within 1 year, you must either return home or qualify for another residence status (rare in practice). The 1-year cap is strict.
Can I do paid work on this visa?▾
Only part-time. The Job-Seeker visa is not a work visa. With 資格外活動許可 (permission for activities outside your status), you can work part-time up to 28 hours per week — the same limit as the student visa. Full-time paid employment is not allowed until you switch to a work visa.
What's the difference between Job-Seeker (non-designated) and J-Find (#51)?▾
Job-Seeker (non-designated) is for foreign graduates of Japanese schools, with a 1-year cap and no family accompaniment. J-Find (#51) is for graduates of world top-100 universities (studied abroad), with a 2-year cap and family accompaniment if income ≥ ¥200k/mo. If you studied in Japan, apply for
I found a job — how do I switch?▾
File a Change of Residence Status application (在留資格変更許可申請) at your local Regional Immigration Bureau. The target status depends on the role — 技術・人文知識・国際業務 for most white-collar jobs, 高度専門職 if you qualify on the points table, 経営・管理 if you're starting your own business. You do NOT need to leave Japan to switch.
