Permanent Resident Visa

Obtain unlimited residence rights in Japan with no activity restrictions

Requires Residence Status (Zairyu Shikaku)Indefinite stayProcessing Time: 4-8 months (some cases exceed 1 year)

Permanent residency (永住許可) is the most stable immigration status available to foreign nationals in Japan. It grants the right to live and work in Japan indefinitely, in any occupation, without restriction or the need to renew a work permit. For the hundreds of thousands of long-term foreign residents in Japan, obtaining permanent residency represents the culmination of years of life-building in the country.

The standard pathway requires 10 years of continuous residence in Japan, with at least 5 of those years spent on a work or other qualifying visa. Throughout this period, applicants must demonstrate consistent compliance with Japanese law, including regular payment of income tax, residence tax, health insurance, and pension contributions. Japan's immigration authorities conduct a thorough review of an applicant's tax and social insurance records, and any gaps or non-payment can result in rejection.

Accelerated pathways exist for spouses of Japanese nationals (3 years of marriage + 1 year of residence), recipients of Highly Skilled Professional status (1–3 years depending on points score), and individuals who have made recognized contributions to Japan in fields such as academia, business, diplomacy, or culture. Permanent residency, once obtained, provides the freedom and stability to truly put down roots in Japan, and represents the most significant milestone on the path toward making Japan a permanent home.

Work Restrictions

No work restrictions whatsoever. May engage in any legal work, including operating a business.

Family & Dependents

The spouse of a permanent resident may apply for a Spouse or Child of Permanent Resident visa, with full work freedom. Children born in Japan may directly obtain permanent residence status.

Renewal & Extension

Permanent residence status itself has no time limit and does not require renewal. However, the Residence Card is valid for 7 years (for those 16 and over) and must be periodically renewed. Leaving Japan for more than 1 year (without re-entry permit) or more than 5 years (with re-entry permit) may result in loss of permanent residence status.

Important Notices

  • Review period is extremely long — 4-8 months or even over 1 year; patience is required
  • Tax and pension payment records must be perfect — any overdue payments may result in rejection
  • Traffic violations (such as speeding fines) are also reviewed; multiple violations affect results
  • Extended absence from Japan may be seen as not having Japan as the primary place of life, resulting in rejection
  • False declarations are the primary cause of permanent rejection

Practical Tips

  • Start preparing 2-3 years in advance: ensure taxes, pension, and insurance are all paid on time
  • Prepare a guarantor (Japanese national or permanent resident) who typically needs to provide tax certificates
  • Ensure no criminal record or serious traffic violations in the past 5 years before applying
  • For Highly Skilled Professional visa holders, the points-based acceleration pathway is the fastest way to permanent residence

FAQ

Does permanent residency mean I become a Japanese citizen?
No. Permanent residency (永住権) grants the right to live and work in Japan indefinitely but does not confer Japanese citizenship (国籍). Permanent residents are still foreign nationals and must carry a residence card. They cannot vote in Japanese elections. Naturalization (帰化) is a separate, more demanding process.
Do I need to renew my permanent resident status?
Status no, card yes. Permanent residents do not renew their residence status, but they must renew their Residence Card every 7 years (or every 7 years after age 16). Failure to renew the card can result in penalties.
What happens if I leave Japan for an extended period?
Permanent residents who leave Japan for more than 1 year without a re-entry permit may lose their permanent resident status. A Special Re-Entry Permit (みなし再入国許可) valid for 1 year is automatically granted when leaving if the stay abroad will be within 1 year. For longer absences, a formal Re-Entry Permit (再入国許可) valid up to 5 years must be obtained before departure.
How quickly can Highly Skilled Professionals obtain permanent residency?
Highly Skilled Professionals scoring 70–79 points on the points system may apply after 3 years of continuous residence. Those scoring 80 or more points may apply after just 1 year of continuous residence — the fastest permanent residency pathway in Japan.
