Reviews done inside Japan are not in the table: permanent residency has recently taken about 10 months (see official processing times), and naturalization (filed at the Legal Affairs Bureau, decided by the Ministry of Justice) has no official standard processing period — the Mito and Maebashi District Legal Affairs Bureaus state it takes at least about 1.5 years from the first consultation to the decision.
COE = Certificate of Eligibility — A pre-approval document issued by Japan's Immigration Services Agency.
What is a Certificate of Eligibility (COE)?
The COE is the single most important factor affecting processing time:
- With COE: Visa processing takes about 5–10 working days (embassy only needs to verify documents)
- Without COE: The embassy must coordinate with immigration in Japan, which can take several weeks to months (MOFA)
Who applies for the COE?
- Usually your sponsor in Japan (employer, school, spouse)
- COE review time at the regional immigration bureau depends on the status — see live data
- COE is valid for 3 months from issuance
Factors That Affect Processing Time
Faster Processing
- Complete and accurate documentation
- Valid Certificate of Eligibility (COE)
- Clear purpose of visit
- Strong ties to home country
- Clean immigration history
Slower Processing
- Incomplete applications
- First-time applicants from certain countries
- Peak travel seasons (March-April, October-November)
- Complex visa categories
- Previous visa refusals or overstays
- Large number of concurrent applications at the embassy
Tips for Faster Processing
- Get a COE first — If applying for work/student/family visa, always obtain a COE before applying at the embassy
- Complete checklist — Double-check all required documents before submission
- Apply early — Submit at least a month before your planned departure
- Avoid peak seasons — If flexible, apply during quieter periods
- Use correct photos — 45 mm high × 35 mm wide (the size printed on the application form), white background, taken within 6 months
Express/Urgent Processing
- Most Japanese embassies do NOT offer express processing
- Processing cannot be expedited by paying extra fees
- In genuine emergencies (funeral, serious illness), some embassies may prioritize — contact them directly
